Final declaration approved by the fifth forum of cuban civil society against the blockade and annexation

We, participants in the Fifth Forum of Cuban Civil Society against the Blockade and Annexation, gathered in Havana on the 18th day of the month of October, 2007, on behalf of the wide spectrum of Cuban civil organizations and associations in the different sectors of our national life:
1. We state our most vigorous opposition to the intensification of U.S. acts of aggression, particularly its economic, commercial and financial war against our country aimed at “causing hunger, despair and the overthrow of the government in Cuba…”, with the purpose of returning our country to the status of neocolonial serfdom to which it was submitted for more than half a century.
2. We reiterate that the blockade is a flagrant violation of international law and of the will of the community of nations – a fact that has been evidenced by the 15 resolutions against the blockade passed by the UN General Assembly since 1992. We demand the immediate and unconditional suspension of the blockade against our people, which is a genocidal action according to the Geneva Convention on the Prevention and Sanctioning of the Crime of Genocide (1948) and an act of economic war according to the provisions of the London Naval Conference (1909).
3. We likewise denounce the U.S. government’s permanent meddling in our institutions and their activities with the complicity of the anti-Cuban mafia in Miami, in their attempts to present as valid elements of Cuban civil society the small mercenary groups created and financed by them to promote subversion in Cuba.
4. Once more we repudiate the appointment of a paid agent of the empire to coordinate the alleged “transition” to capitalism in Cuba. Our resistance will make those evil purposes collapse.
5. We accuse the fascist and genocidal government of the United States of being responsible for serious crimes against mankind. In its eagerness for power and domination it attacks and occupies peoples, exterminates innocent civilians, violates international instruments, maintains an unfair and criminal international order, impoverishes whole continents, endangers environmental sustainability, despises life and thwarts the longing for development, justice and peace in the world while at the same time invents the worst lies to justify its evil purposes.
6. We agree that the main victim of the blockade is the Cuban population. Two thirds of our citizens were born and have lived under the effects of this criminal policy. All sectors of national life are affected by the impact it causes to the country’s economy, particularly in matters that refer to health, education, food security, sports, culture, transportation, housing and the environment. The infamous actions carried out by Washington affect particularly the children, the aged and retired persons, women and disabled persons. In spite of such difficult conditions, the strong will of the people in defense of our revolutionary project and its decision to continue ahead have made it possible to reach high levels in different aspects of our social development, as admitted by many specialized agencies from the UN.
7. We demand respect for the right of Cuban families to determine how and when to hold and develop their relations, regardless of the place they live in. Neither the White House nor the annexationist counterrevolution in Miami can decide who is part or not of the family, nor the frequency of family gatherings.
8. We demand full respect to the rights of the Cuban civil society organizations to hold and develop relations and cooperation exchanges with other people from all countries, without the hostility and meddling of the Washington government. We demand the suspension of the visa refusals and other restrictions to cultural and academic exchanges among the people, scientists and representatives of feminine organizations, trade unions, student, religious, sports and other organizations from the United States or any other country. The limitations imposed by the US government to the development of these links express fear that their citizens may learn about the Cuban reality and are additionally a violation of their constitutional rights.
9. We emphasize that the enforcement of this demented policy of blockade and total economic war is an evident and unacceptable violation of the main rights and liberties of the Cuban people, and it likewise impairs the interests, rights and liberties of the U.S. people itself and of Cubans who live in that country. It even affects citizens of third countries due to the extraterritorial effect of said policy and the “laws” with which they pretend to sustain them.
10. We condemn the policy of the United States Government of promoting forums, institutions and declarations against Cuba with the intention of sponsoring its international isolation. This target is backed by an 80-million dollar budget included in the ill-named “Plan to assist a free Cuba” that finances the declarations of former corrupt rulers and politicians against our country, stirring up hatred and meddling in our internal affairs.
11. We repudiate the actions that increase the media attacks against our country, particularly through the ill-named radio and TV “Marti”. We support the full exercise of Cuba’s sovereign right and freedom to demand respect for our radio electronic space and for the international rules that apply in this matter, set by the International Telecommunications Union.
12. We condemn the acts of state terrorism that have been historically perpetrated and still are against our people. We demand from the United States government that it cease sheltering criminal Luis Posada Carriles and immediately extradite him to Venezuela, to be judged for his abominable terrorist actions. It is a shameful attitude the one assumed by the administration of George W. Bush, who calls himself a champion of anti-terrorism while he keeps five Cuban anti-terrorist fighters kidnapped in top security prisons of the empire. We demand the immediate liberation of those five heroes.
13. We acknowledge and appreciate the wide and effective solidarity with our people from thousands of civil society organizations in the world, particularly those representing the noblest feelings of the people of the United States. We highly valuate the positions assumed by these organizations, governments and international organizations that have not yielded to the growing pressures of the United States government. We confirm the need to continue denouncing the US stratagems aimed at hampering and preventing all kinds of relations with Cuba with the purpose of isolating and suffocating our people.
14. We exhort the civil society organizations of the different countries to openly express their solidarity with this project of resolution in their respective countries in the way they deem most effective. Next October 30, the UN General Assembly will again debate and vote for the 16th time the draft of Resolution entitled “Necessity of putting an end to the economic, commercial and financial blockade imposed by the United States of America against Cuba”, which last year once more expressed the overwhelming rejection of the international community to that genocidal policy.
15. Faced with the increasing attacks from the United States government and its accomplices, we ratify our determination to deepen the work of the Revolution and continue ahead with the construction of an independent, supportive and fair fatherland that preserves the achievements attained, strengthens our humanitarian labor towards other countries in the world and defends to the utmost our socialist revolution as well as the unity of the people with Fidel, Raúl and the Party.
